Yes, it is entirely normal for one breast to start budding first. The other breast will usually start developing within several months and both breasts will typically catch up with equal development within two years. Keep in mind that 25% of women will have a noticeable difference in the size of their breasts (asymmetry) even after breast growth is completed.
In very rare cases, there is a congenital condition where one breast will not develop due to absence of breast tissue (amastia). If you have questions about breast development, don't hesitate to ask your health care provider about it at your next checkup.
